This is pretty straight forward! I want to seal my water cooling outlets with Sikaflex 291 but first I would like to know if it will burn through EPS foam? I would have tested it but I don’t have any spare foam with me!

No it does not burn. Have used on surfboards in the past and also for gluing eps
How well does it sand? Looks very tough. Can you shape it at all after it has cured?
No sanding. Sika 291 is rubber/glue for use under waterline. It adheres to most things and is a good hole sealer.
If you want sanding buy normal eps glue. Less than half cost…
